The Youth Mental Health Empowerment Partnership Program will fund proposals that support non-profit organizations that are seeking to enhance or improve existing youth mental health programs that benefit underserved communities. The funding categories include program implementation and capacity-building.

  • Program Implementation: support the implementation or improvement of promising practices and evidence-based programs in community-based youth mental health programs in Indiana. 
  • Capacity Building: improve the knowledge, skills, and abilities of employees who are supporting community-based youth mental health programs through strategic professional development.

Are stipends for peer mentors an allowable expense? 

Yes, stipends are allowable. When developing your project and budget, remember that the goal of the MHS Serves Youth Mental Health Empowerment Program is to create a lasting impact on the strategic partner's organization and the program. The objective is for the proposed project’s impact to extend beyond the one-year funding period. Investments in infrastructure, equipment, and staff training and development are a few examples of project expenses that have a lasting effect. 

Are client incentives an allowable expense?

Yes, client incentives are allowable. (Please see the response above.)

How do you define direct services?

Costs associated with providing direct clinical, therapeutic, or counseling services to youth, including but not limited to:

  • Individual or group therapy sessions
  • Mental health assessments and evaluations
  • Crisis intervention services
  • Case management
  • Treatment planning
  • Progress notes and clinical documentation

These expenses are unallowable as they constitute billable clinical services.
